The Social Security Administration issues Social Security Cards and Numbers
to all citizens requesting the issue of a number. The formatting of numbers has been developed
so that the sequencing of the numbers allows for the verification of the legitimacy of a Social
Security number being presented to a bank or NBFI. For instance, any individual presenting a
Social Security Card starting with numbers 000 is presenting a fraudulent number as the Social
Security Administration has stated that it will never issue such a card. The Social Security
Administration also provides a monthly report indicating what numbers have been issued and what
numbers are in the process of being issued.

Individual SSN numbers are checked against the Issued Numbers list to ensure that the supplied
number falls into a range that has been or is currently being issued. MLDS also checks that the
number does not contain an area or group number with all zeros.
